“We directed them to submit necessary documents; however they did not submit any of them, prompting us to take a decision to revoke their temporary licenses across Maharashtra,” stated Pratap Sarnaik, a representative of the Maharashtra government. This statement underscores the recent decision made on March 9, 2026, to revoke provisional bike taxi licenses for Uber, along with competitors Ola and Rapido, due to significant regulatory violations.

The Maharashtra government took this action after the companies failed to comply with the requirements set forth in the Maharashtra E-Bike Taxi Rules, 2024. These rules, which were introduced to promote electric vehicle operations, mandated that all bike taxis operate using 100% electric vehicles and adhere to various safety and operational standards. Complaints regarding harassment of women passengers using these services further exacerbated the situation, leading to the revocation of licenses.

Background of the Regulations

The provisional licenses were initially granted in September 2025, allowing the companies a 30-day window to secure final approval and meet all regulatory conditions. However, the Maharashtra government noted that the companies had not submitted the necessary documentation to continue their operations legally. This marks the second time that bike taxi services have been banned in the state, following a previous prohibition in January 2023.

In an effort to create employment opportunities for local youth, the Maharashtra government had introduced the E-Bike Taxi Rules. These rules were designed to facilitate the operation of electric bike taxis in urban areas with populations exceeding one lakh. However, the recent revocation of licenses highlights the ongoing challenges in ensuring compliance within the rapidly evolving ride-sharing industry.

Impact on Transportation Services

In addition to the license revocation for bike taxis, the Maharashtra government has also suspended the issuance of new auto rickshaw permits as of the same date. This decision reflects the increasing pressure on urban traffic and the growing number of autorickshaws in the region. Pratap Sarnaik noted, “The decision was taken in view of the growing number of autorickshaws and the pressure on urban traffic,” indicating a broader strategy to manage transportation in the state.

Since the introduction of the E-Bike Taxi Rules, the transport department has taken action against 130 bike taxis, collecting fines exceeding Rs 33 lakh. This enforcement demonstrates the government’s commitment to regulating the sector and ensuring that operators adhere to established safety and operational standards.

Future Prospects for Uber and Competitors

Despite the current setbacks, Pratap Sarnaik emphasized that the situation is not permanent, stating, “It is only temporary. If they follow our norms and the terms and conditions of the permits, we will give the permits again.” This statement suggests that there may be a pathway for Uber and its competitors to regain their licenses, provided they can demonstrate compliance with the regulatory requirements.

As the situation develops, the Maharashtra government will consider lifting the ban if the companies submit the required documents and assure strict adherence to the rules.
