“Bangladesh is set to become the world’s 33rd country to generate electricity using nuclear energy,” declared an official from the Bangladesh Atomic Energy Commission as the nation embarks on a transformative journey. This historic moment marks the beginning of fuel loading at the Rooppur Nuclear Power Plant, a project that promises to reshape the country’s energy landscape.

The Rooppur facility, nestled in the Pabna district, is poised to deliver a total generation capacity of 2,400 megawatts. It consists of two units, each capable of producing 1,200 megawatts. By August, around 300 megawatts of electricity is expected to be supplied to the national grid on a trial basis, significantly bolstering Bangladesh’s energy security.

This ambitious project has been under development for years and represents Bangladesh’s largest infrastructure initiative. The collaboration with Rosatom, Russia’s state nuclear corporation, has been pivotal in bringing this vision to fruition. As the nation prepares for full-scale commercial generation—anticipated within ten months after trial operations—officials remain hopeful about meeting 10-12 percent of Bangladesh’s electricity demand.

However, this progress comes amidst broader economic discussions. The country’s tax-to-GDP ratio has hovered near 7%, one of the lowest in Asia. With a total annual tax take of roughly $35-40 billion, there are ongoing debates about implementing a targeted inheritance or net-wealth levy that could raise an additional $1.5-1.7 billion annually.

This potential policy shift reflects an urgent need for revenue enhancement as Bangladesh’s per capita GDP is projected to surpass India’s by 2026. Currently, it stands nearly twice that of Assam, indicating significant economic growth and development.

The political landscape surrounding such tax reforms remains contentious; as noted by analysts, “The political case however is another matter. Inheritance tax is unpopular almost everywhere it exists.” Despite these challenges, Bangladesh now appears to be weighing such options as it advances towards a more sustainable energy future.

The Rooppur Nuclear Power Plant not only symbolizes technological advancement but also represents an essential step towards achieving greater energy independence and security for Bangladesh.
