Recent Price Increases

The price of a 14.2-kg domestic LPG cylinder in India has been increased by 60 rupees, raising the cost from 853 rupees to 913 rupees in Delhi. Similar price adjustments have been made across major metropolitan cities, with the new rates set at 912.50 rupees in Mumbai, 939 rupees in Kolkata, and 928.50 rupees in Chennai.

In addition to the domestic cylinder price hike, the rates for commercial LPG gas cylinders have also risen significantly, with an increase of 115 rupees. This change has raised alarms among various stakeholders, particularly in the hospitality sector.

Impact on the Hospitality Sector

An acute shortage of commercial LPG cylinders is currently disrupting operations in the hospitality sector, particularly in cities like Mumbai, Bengaluru, and Chennai. Reports indicate that at least 20 percent of hotels and restaurants in Mumbai have temporarily shut down due to the LPG cylinder shortage.

AHAR, the Indian Hotels and Restaurants Association, has expressed concerns regarding the availability of commercial cylinders, stating, “Despite being a basic operational requirement for restaurants and hotels, commercial cylinders are becoming increasingly difficult to obtain through proper channels.” This situation has raised questions about the sustainability of operations in the hospitality industry.

Government Response

In response to the ongoing crisis, the Indian government has increased the LPG booking period from 21 days to 25 days in an effort to curb hoarding. Additionally, the government has invoked the Essential Commodities Act to ensure the supply of natural gas remains prioritized.

Officials have emphasized that the supply of natural gas must be treated as a priority allocation and maintained at 100 percent of the average consumption over the past six months, subject to operational availability.

Looking Ahead

Details remain unconfirmed regarding the exact impact of ongoing geopolitical conflicts on future gas cylinder prices. Observers are closely monitoring the situation as the hospitality sector grapples with these challenges and the broader implications for consumers across India.

On March 10, 2023, in response to ongoing geopolitical disruptions affecting fuel supplies, the Indian government invoked the Essential Commodities Act to ensure the uninterrupted supply of liquefied petroleum gas (LPG) for domestic use. This decision comes as the West Asia Conflict continues to impact fuel availability, prompting the government to take decisive action.

Government Directives

The Union Government directed refineries and petrochemical units to maximize LPG production specifically for domestic use. The Ministry of Petroleum and Natural Gas emphasized the need for higher LPG production, stating, “In light of current geopolitical disruptions to fuel supply and constraints on supply of LPG, Ministry has issued orders to oil refineries for higher LPG production and using such extra production for domestic LPG use.” This directive aims to prioritize domestic LPG supply to households, ensuring energy security across the nation.

Supply Regulations

To facilitate this initiative, several regulations were established. Fertilizer plants are required to maintain seventy percent of their past six-month average gas consumption. Additionally, gas marketing entities must ensure eighty percent gas supply to tea industries and other industrial consumers, while City Gas Distribution entities are mandated to provide eighty percent gas supply to industrial and commercial consumers.

In contrast, oil refining companies have been ordered to reduce gas allocation to approximately sixty-five percent of their past six-month gas consumption. This strategic allocation aims to balance the needs of various sectors while ensuring that domestic LPG supply remains a priority.

Preventing Hoarding

To prevent hoarding and black marketing, a 25-day inter-booking period was introduced. This measure is designed to regulate the availability and equitable distribution of petroleum products and natural gas, mitigating the risk of supply shortages during this critical period.

Current Status

As of now, every producer, importer, transporter, marketer, or distributor of natural gas is required to furnish information to the Central Government. This comprehensive approach reflects the government’s commitment to maintaining a stable and secure energy supply for its citizens amidst challenging circumstances.

Importance of the ESMA Act Invocation

The invocation of the ESMA Act is significant for various stakeholders, including households relying on LPG for cooking and industries dependent on gas supply for their operations. By prioritizing domestic LPG supply, the government aims to safeguard energy security and ensure that essential services remain uninterrupted during this period of uncertainty.
